Whisk ¼ cup mayonnaise, ¼ cup sour cream, 2 Tbsp. finely chopped preserved lemon, 2 Tbsp. thinly sliced chives, and 1 tsp. Worcestershire sauce in a small bowl to combine; season generously with freshly ground pepper. Whisk in 2 tsp. preserved lemon brine and 1 Tbsp. water. Taste dressing and add more brine if needed.
